Richard W. Baum, CPA

Senior Partner

Richard W. Baum co-founded the Firm in 1973 and presently holds the title of Senior Partner. He led the firm since its inception as the Managing Partner. Prior to this, Dick worked for a local public accounting firm and also had his own public accounting practice. He has grown the Firm from a four-person operation to one currently employing approximately thirty people. Under his direction, the Firm has developed into a diversified practice which strives to help its clients meet the demands of today’s business environment. Under Dick’s leadership, BSC Financial Services Co., Inc., a full service financial services company, was created in 1999.

Dick devotes much of his time to practice development and has been a key person in making many "start-up" businesses profitable, operating entities. He has also helped business owners take their companies to the “next level” by assisting in developing succession plans and guiding them through the purchase or sale of a business. His portfolio of clients includes: Real Estate Developers, Medical Practices, Manufacturers, Commercial and Residential Contractors, Property Management, Retail and various service industries.

Dick is a graduate of Peirce Junior College (AS) and Philadelphia College of Science and Textiles (BS). He has been a CPA since 1969 and is a member of the American and Pennsylvania Institutes of Certified Public Accountants.

Dick is involved in a significant number of church and community service activities. He has served sixteen years on the Mennonite Board of Missions Board of Directors operating programs worldwide. He currently is serving on the Mennonite Mission Network Board of Directors, the successor organization. He has served twenty years on the Finance Committee and board of trustees of Christopher Dock Mennonite High School. He has been highly involved with his local church congregation, Deep Run East Mennonite Church, for many years serving in numerous positions. He currently is chairperson of his congregation's Foundation Investment Fund and on the board of directors of the congregation's Nursery School. He is past chairperson of the Finance Committee of Franconia Mennonite Conference and member of Conference Council. He is an active contributing member of the Mennonite Economic and Development Association (MEDA) which is dedicated to the economic improvement of disadvantaged people throughout the world. Dick is also involved with local community service organizations.

Judy E. Smith, CPA

Managing Partner

Judy E. Smith joined the Firm in 1979, became a Partner in 1981 and Managing Partner in 2007. Prior to joining with Baum, Smith & Clemens, LLP, she was a senior accountant with a national firm and held teaching positions in accounting at WSU, DCC and Alfred Ag and Tech.

She is a graduate of Mohawk Valley Community College (AAS) and the State University of New York at Albany (BS) (MS). She has been a CPA since 1976 and is a member of the American and Pennsylvania Institutes of Certified Public Accountants.

Judy is in charge of the Audit and Accounting Department working with many closely held businesses and not-for-profit organizations. She is responsible for the firm's A & A Quality Control.

Judy is a member of the Central Bucks Chamber of Commerce. She has served as Treasurer and Council President of St. Peters Evangelical Lutheran Church, Hilltown, Treasurer and Board member of Stray Cat Blues, Inc., an animal-rescue not-for-profit organization, and Chapter President of ABWA (American Business Women’s Association) and ASWA (American Society for Women Accountants). She currently serves on the Board of The Wellness Place for the cancer community and is Treasurer for the Bucks County Audubon Society.

Timothy L. Clemens, CPA, MBA

Personnel Partner

Timothy L.Clemens joined the Firm in 1978 and became a partner in 1984. He graduated from Hesston College (AA), Goshen College (BA) and Temple University (MBA). He is a member of the American and Pennsylvania Institutes of Certified Public Accountants.

Mr. Clemens is the Personnel Partner, responsible for all human resource functions of the firm. He devotes much of his time to working with the closely-held business owner. He advises them on estate planning, tax planning and other management advisory services. He has participated in fund raising projects for nonprofit organizations and has assisted potential donors with tax planning related to their gifts.

Mr. Clemens is on the Development Committee at Christopher Dock Mennonite High School. He is also a head coach in the Souderton-Harleysville Youth Basketball Association (SHYBA). The firm has sponsored numerous teams in this league.

Kerry A. Kulp, CPA

Tax Partner

Kerry A.Kulp joined the Firm in 1979 and became a partner in 1987.

As tax partner, Mr. Kulp is involved in directing tax planning and tax strategies and keeping the firm abreast of new tax laws and decisions. In addition, Mr. Kulp is the Administrative Partner and is responsible for the Business Valuation and Retirement Planning Departments.

Mr. Kulp is a graduate of Lebanon Valley College (BS). He has been certified since 1982 and is a member of the American and Pennsylvania Institutes of Certified Public Accountants.

Mr. Kulp is a member and treasurer of the Rotary Club of North Penn. He is on the Board of Directors of the North Penn Rotary Club Charitable Foundation, Inc. He was the President of the Hatfield Chamber of Commerce for five years and is currently on the Executive Board. He had served for fifteen years as President of Filcor Condominium Association. He has also participated in fund raising projects for local nonprofit organizations.

Gary T. Schultz, CPA

Partner

Gary T. Schultz attended Souderton High School before graduating from West Chester University in 1985 with a BS degree in Accounting. Gary also became a member of the Tau Kappa Epsilon (TKE) National Fraternity while attending West Chester.

Gary was hired by Baum, Smith & Clemens, LLP in 1986 as a Staff Accountant after working for a year for a local public accountant. Gary worked his way up through the firm reaching the Partner level in 1999. Gary has been a CPA since 1993 and is currently a member of both the American and Pennsylvania Institutes of Certified Public Accountants.

Most of Gary's experience is working with closely held companies and their related entities, integrating the many complex tax and financial issues they encounter. He also heads up the firm's Technology Group, working with clients and staff on the consulting, installation and training of QuickBooks and Peachtree accounting software.

Away from work, Gary is an avid baseball fan who enjoys playing the game as much as watching the professionals. Gary is a member of Trinity United Church of Christ in Telford, the Indian Valley Chamber of Commerce and the Penn Valley Fast Pitch Softball League. He is also a coach of various teams in the Souderton Youth Baseball and Basketball Leagues.

ROY P. KERSHAW, CPA

Tax Partner

Roy Kershaw joined the Firm in January 2003.  He graduated from Drexel University in 1987 with a B.S. in Accounting.  He began his career at Rudolph, Palitz, LLP, a regional accounting firm as a tax specialist.  In 1999 while he was tax manager, Rudolph, Palitz, LLP merged into RSM McGladrey, the 7th largest accounting firm in the world.  In 2001 he was promoted to Director of Tax Services for the Philadelphia office of RSM McGladrey. 

Roy is a member of the American and Pennsylvania Institutes of Certified Public Accountants and has been a Pennsylvania Certified Public Accountant since 1990.  He is also a member of the CPAmerica Tax Executive Committee and Cost Segregation Group.

Roy’s experience includes tax planning and compliance for corporations, individuals, partnerships and fiduciaries.  He also has extensive experience in resolving Federal, state and local tax issues of businesses and individuals.

Roy’s community involvement with the Lenape Valley Baseball and Basketball youth organizations helps keep him focused on the future.  This involvement has also taught him that communication, teamwork, creativity, innovation and flexibility are important qualities which he strives to bring to his work

Paul C. Kozeniewski, CPA

Partner

Paul C. Kozeniewski joined the Firm in 1986 and became a partner in 1999. He received his BBA in Marketing from Temple University. He has been a CPA since 1990 and is a member of the American and Pennsylvania Institutes of Certified Public Accountants.

Paul devotes much of his time to working with service industry and real estate clients. He is a member of the firm's Real Estate/Construction Group. He also works with the partner group in implementing various marketing programs and resources for the firm.

Paul is a Pennsylvania Interscholastic Athletics Association (PIAA) Basketball Official, an assistant coach for the Souderton-Harleysville Youth Basketball Association (SHYBA), President of the Triangle Club of Montgomery County, a member of Association for Accounting Marketing (AAM) and a member of St. Mary's Roman Catholic Church Finance Committee.

Alfred A. Foley, CPA, MBA

Partner

Alfred A. Foley joined the Firm in 1984 and became a Partner in 1999. He received his BS in Accounting and MBA from Villanova University. Fred is a member of the American and Pennsylvania Institutes of Certified Public Accountants. He has been a CPA since 1986.

Fred focuses his efforts in the manufacturing and construction sectors. In the manufacturing industry, Fred's experience lends insight to inventory valuation and job costing. Within the construction realm, he works with closely-held owners of commercial and residential construction entities. Fred provides his clients with in-depth knowledge and expertise in the construction industry’s unique accounting and tax practices. In addition, Fred provides assistance to his clients on project financing, cash flow projections, and investment decisions.

Fred is actively involved in his local church and in Upper Moreland youth sports organizations, helping to provide youngsters with growth and character development through team sports.
