Kay received her Bachelor of Science in Commerce degree, majoring in accounting, from Santa Clara University in June 1980. She also attended Golden Gate University taking classes in the Masters of Taxation Program prior to moving to Visalia from the Bay Area.

Kay is a Certified Public Accountant in the State of California and is a member of the American Society of Certified Public Accountants and the California Society of Certified Public Accountants.

Currently, Ms. Lampe is serving on the Board of Directors of the Tulare-Kings Counties Estate Planning Council. She is also a board member of the West Visalia Kiwanis Club and is the Treasurer of the West Visalia Kiwanis Club Student Loan Foundation, Inc. She also serves on various committees and is very involved in community service projects through Kiwanis. She continues to support her alma mater, Santa Clara University by working at the Annual Tulare and Kings Counties College Nights to interest high school students in attending college and to recruit for the University. Kay is the scholarship chairman for the Tulare-Kings Counties Estate Planning Council. She welcomes students into her home annually during the Kiwanis Farm City Tour, sponsoring city kids for a few days in agricultural land. She also opens her home to host cyclist teams for the bicycle races held annually in Visalia, the Sequoia Cycling Classic. For the past two years, she has hosted a cyclist who went on to represent the United States in the 2000 Summer Olympics.

Prior to joining M. Green and Company LLP, Kay was employed for four years at Madden Accountancy Corporation in San Jose, California. Kay joined M. Green and Company LLP in July 1984 and became a Partner in January 2001.
Kay splits her time between various aspects of accounting. She works extensively in the area of taxation, particularly in the areas of individuals, estates and trusts. Kay also is very involved in the field of auditing, primarily governmental and nonprofit organizations.

Kay is a native of Tulare, California. She and her husband, Fred Weber, live in Visalia and have two children, Elijah and Morgan. Kay enjoys spending time with her family, gardening and reading.
